International Science Council Highlights China's COAST Toolkit in Policy Report Released During the 3rd United Nations Ocean Conference

During the 3rd United Nations Ocean Conference, the International Science Council(ISC) released a policy report titled "Policy Brief: Co-Producing Ocean Actionable Knowledge For Transformative Solutions And Global Cooperation". The report calls for enhanced global cooperation to jointly develop science-based solutions, aiming to bridge the current gap between science, policy, and society. It features the Ocean-based Solution Toolkit for Sustainable Development in Coastal Cities(COAST),developed by DCC-OCC etc., as a model example.


The International Science Council(ISC),founded in 1931 in Brussels, Belgium, is a prominent international non-governmental organization. Its mission is to promote and encourage international scientific and academic activities, foster international collaboration, and coordinate major scientific programs. The ISC collaborates closely with the United Nations and its specialized agencies, acting as a vital bridge between intergovernmental organizations and the scientific community. Bringing together leading experts across all branches of natural sciences, the ISC represents the frontier of global scientific development and focuses on interdisciplinary issues with broad societal impact. The China Association for Science and Technology is a member of ISC.


This policy brief was led by former Chair of UNESCO's Intergovernmental Oceanographic Commission, Professor Peter Haugan, under the coordination of ISC. The report showcases how science-based cooperative solutions can address cross-sectoral priorities, environmental degradation, resource competition, and asymmetries in governance. Through a series of best practice cases — including the COAST Toolkit — the report illustrates how scientific collaboration can deliver comprehensive, actionable solutions, and foster transdisciplinary cooperation and ocean science diplomacy.


The COAST Toolkit, spearheaded by a research team at the First Institute of Oceanography(FIO),comprises six core modules: ocean and climate early warning, maritime navigation safety, nearshore ecological health, integrated coastal zone management, blue economy support, and ocean literacy enhancement. Designed to support the sustainable development of coastal cities, the toolkit integrates ocean big data, advanced numerical modeling, AI technologies, and capacity building to provide decision-makers and end users with comprehensive, science-based decision-support tools.
