To promote the implementation of the goals related to the United Nations 2030 Agenda for Sustainable Development, the 72nd and 75th sessions of the United Nations General Assembly adopted resolutions to designate the period 2021-2030 as the Decade of Ocean Science for Sustainable Development （Ocean Decade） and adopted implementation plan to take a series of actions to build ‘a clean, healthy, resilient, productive, predicted, safe, accessible, inspiring and engaging ocean’。 With the approval of the State Council, the Ministry of Natural Resources has taken the lead in coordinating relevant departments to establish the National Decade Committee to organize and coordinate the implementation of the Ocean Decade.
On August 19, 2022, the establishment meeting of the committee was held in Beijing. The meeting was chaired by Wang Guanghua, the Minister of Natural Resources. And attended by the deputy directors and members of the Ministry of Foreign Affairs, the Development and Reform Commission, the Ministry of Science and Technology and other member organizations. The meeting considered and adopted the ‘China Action Framework （Draft） for the Ocean Decade’ as a guiding document for participation in the "Ocean Decade"; It was agreed to establish an expert advisory working group to guide and coordinate the work related to the declaration of the Ocean Decade to the United Nations.
